Chapter 1332 Pan-Asian Railway
After attending the commendation meeting, Liu Tao set off for Ho Chi Minh City.
Ho Chi Minh City is located in the northeast of the Mekong Delta, on the right bank of the Saigon River, a tributary of the Dong Nai River, 80 kilometers from the estuary, with an area of 2,090 square kilometers and a population of about 12 million. It is the capital of Annan and the largest port city and economic center of Annan. It is not only the most populous city, but also the largest city in terms of economy.
This time he came to attend the ASEAN 10+1 meeting and attend the groundbreaking ceremony of the Pan-Asia Railway East Line.
According to the strategic plan, the Pan-Asia Railway East Line, Central Line and West Line will be formed in the Southeast Asian Peninsula, and the final intersection will be in Bangkok, Thailand. The eastern line will form Kunshi-Yuxi-Hekou-Longyuan-Donghe-Da Nang-Quang Ngai-Khanh Loc-Tuy Hoa-Van Ye-Ninghe-Yenqing-Heyan-Phuoc Min-Lei Giang-Hamjin-Long Li-Ho Chi Minh City-Vinglong-Phnom Penh-Kampong Thanh-Puest-Battambang-Luk Sai Kefong-Sa Kaeo-Kabin Buri-Chachoengsao-Bangkok, running through China, Annan, Cambodia and Thailand.
Among them, Kunshi-Donghe has been completed, and the Donghe-Bangkok section to be built this time is 2,000 kilometers long, one for freight and one for passenger. Both adopt double-track railway design and are designed according to railway trunk line standards.
Originally, the eastern line has been in the planning and design stage and is expected to start construction in 2013.
However, due to the economic crisis, the construction was started ahead of schedule and included in the groundbreaking ceremony during the ASEAN 10+1 meeting as a landmark project for China's ASEAN economic integration.
This time, China High-speed Railway is responsible for funding, planning, design, construction and operation.
Not only that, in order to save the economic crisis and promote regional economic integration, the Pan-Asia Railway West Line, Pan-Asia Railway Central Line and Malay Peninsula Railway will also be launched.
Among them, the Pan-Asia Railway West Line refers to Kunming-Dali-Myitkyina-Mandalay-Naypyidaw-Yangon-Bangkok. At present, Kunming-Mandalay has been completed, and the one to be started is Mandalay-Naypyidaw-Yangon-Bangkok, with a total length of 1,400 kilometers. It also adopts a double-track railway design and is designed according to the railway trunk line standard.
The middle section of the Pan-Asia Railway is from Kunming-Yuxi-Pu'er-Xishuangbanna-Vientiane-Khon Kaen-Hotao-Bangkok. Among them, the Kunming-Vientiane section has already started construction and has been in operation. The one to be started is the Vientiane-Khon Kaen-Hotao-Bangkok section, with a total length of 590 kilometers.
The Malay Peninsula extension section is from Bangkok-Paksukhothai-Kuala Lumpur-Singapore, with a total length of 1,850 kilometers!
With railways as the center and highways, national roads and provincial roads as the backbone branches, it constitutes the transportation hub of the entire Southeast Peninsula, forms a transportation network, and thus forms regional economic integration.
At that time, all parties reached a consensus to achieve the economic integration of China and ASEAN in 2010, and now it is in the acceleration stage!
At present, the international situation is changing and full of many uncertainties, but there are some certainties.
For example, economic integration!
Before this, through several years of hard work, it has been built in power integration, communication integration, etc., and now it is in transportation integration!
And this is real integration, not just propaganda.
A lot of money is invested in the entire Southeast Peninsula.
The funds that the entire Southeast Peninsula will receive in the future will far exceed the funds invested here in the past few hundred years.
In parallel, there is also military integration.
The same set of standards has been implemented for several years!
This is the first time that Liu Tao has arrived in Ho Chi Minh City. In order to hold the summit this time, Annan has also made great efforts and used all his strength.
A large number of scholars, a large number of business owners and senior management, and a large number of media reporters have come to Ho Chi Minh City.
The entire summit will last for a week, and the topics cover politics, economy, culture, military, technology, society, education, health, environment, energy, transportation and other aspects.
Compared with the 10+1 summit of the year, the topics of the summit are now wider and more in-depth.
Although the 10+3 summit, that is, the ASEAN+China, Japan and South Korea summit, is also held, the popularity of this summit is far less than that of the 10+1 summit.
After arriving in Ho Chi Minh City, Liu Tao took a good tour of Ho Chi Minh City.
In addition to attending the opening and closing ceremonies, he mainly attended some important topic meetings.
There are not many public schedules, but there are many private arrangements. Although private meetings will not be reported, they are undoubtedly more important and more touching on interests.
If you want to develop, you will naturally pay a price.
There are gains and losses, and it has been like this since ancient times.
In the 30 years of reform and opening up, China has achieved development results that have attracted worldwide attention and has been praised as a world development miracle. But China has also paid a huge price. Countless Chinese people have worked hard and diligently. Even now, there are farmers over 60 years old working on construction sites, moving bricks, cement, and tying steel bars.
China's annual investment in environmental governance continues to increase. These are environmental pollution and soil erosion caused by the development process.
Even in recent years, measures such as returning farmland to forests, returning farmland to grasslands, and returning farmland to lakes are all aimed at repairing the damaged ecosystem and striving to maintain the harmonious development of man and nature.
Integration, ASEAN naturally cannot have only gains without paying a price.
In this process, various forces are playing games, all wanting to gain greater benefits for themselves.
And Liu Tao needs everyone to follow a rule: state-owned enterprises that are related to the economic lifeline remain nationalized!
In the overall economic and social structure, central enterprises shoulder the economic lifeline of the national economy, national security, and many political and social responsibilities.
A correct version can be found in 16-9-1 book-1 bar!
This is the unique attribute of central enterprises. It is first of all an enterprise, but it is not equivalent to an ordinary enterprise.
This is also the reason why railways, highways, electricity, etc. are dominated by central enterprises, not private enterprises.
Of course, the market is big enough, the cake is big enough, and everyone has something to eat. The only difference is the size of the cake eaten.
Sharing the cake is a skill.
Everyone hopes that the cake they get is bigger, and they always dislike that the cake they get is too small.
This requires someone to share the cake and make everyone happy.
And Liu Tao plays such a role.
The Panshan Group sold a large number of arms to the UK, including a Type 001 light aircraft carrier and a Type 002 medium aircraft carrier, which are all in service in the Chinese Navy. This is not only the result of negotiations between the two sides, but also a statement of attitude to the outside world.
This summit is also the same.
As a major measure to deal with the crisis at present, promoting regional economic integration is not only a short-term response to the economic crisis, but also for the long-term layout.
In fact, China's capital and production capacity need to go somewhere.
ASEAN is one of the best choices.
Realizing the integration of the entire regional economy, if there is any disturbance in the future, it is easy to build a wall, even if it is just inside the wall, it can safely survive the crisis and remain invincible. (End of this chapter)
